現有 /publish 只允許 DRAFT → PUBLISHED，所以表單變成 CLOSED 後不能直接 publish 回去。雖然 backend 目前可能可以偷用 /unarchive 先變成 DRAFT、再 publish（
然後後端對 closed 是很死的什麼都不能編輯，是 archive 的概念喔
